Infraestrutura PR consortium wins auction for lot 2 of Paraná highways

Another 4 lots will be auctioned off by 2024

The almost 605 km of highways in Lot 2 in Paraná will be managed by the Infraestrutura PR Consortium, which won the bidding process promoted by the National Land Transport Agency (ANTT) and the Ministry of Transport. The project was auctioned this Friday (29/9) at B3 in São Paulo and covers federal highways BR-153/277/369 and state highways PR-092/151/239/407/408/411/508/804/855, connecting strategic points in the region, such as the Port of Paranaguá and the Metropolitan Region of Curitiba.

The director general of ANTT, Rafael Vitale, described the project as ambitious and capable of significantly improving the region’s road infrastructure. He pointed out that the Paraná highway concession is a bold project that encompasses both federal and state highways, offering one of the most intelligent and modern approaches ever undertaken in Brazil and possibly the world.

“ANTT has the responsibility to supervise, but it seeks to expand this function to also guide and guarantee the fulfillment of its mission, which involves guaranteeing the infrastructure and the adequate provision of land transport services to citizens,” said Vitale.

The Infraestrutura PR Consortium will invest more than R$17 billion in the highways of Lot 2 over the next 30 years. The project covers several improvements, including the duplication of 350 km of highways, the addition of 139 km of extra lanes, including the challenging Serra do Mar, the construction of 73 km of marginal roads, 52 pedestrian walkways, two rest areas for truck drivers and 150 bus stops.

The Minister of Transportation, Renan Filho, was also at the event and stressed the federal government’s commitment to structuring and implementing quality infrastructure projects, attracting private investment and guaranteeing excellent services on the country’s highways.

Consórcio Infraestrutura PR is an association between the companies EPR 2 Participações S.A. and Perfin Voyager, which specialize in investments in highway and mobility concessions. The group is already responsible for three state concessions in Minas Gerais, with 30-year contracts, and will now take on its first federal concession with Lot 2 in Paraná.

The people of Paraná and Brazil win

This project is a victory for both the people of Paraná and Brazil. Even before the auction, the tariffs for Lot 2 of the Paraná Highways already showed lower maximum values in all the plazas, compared to the prices practiced at the end of the concessions in 2021. For frequent users (DUF) and those who use TAG as a means of payment, there will be an additional 5% discount on fares. For example, in Carambeí, the price charged under the previous concession was R$11.50 for passenger cars. In the public notice, the price is R$9.83 and with TAG it is R$9.34.

Connectivity and Security

With regard to user safety, the project will include the installation of cameras with OCR technology for license plate recognition, user service points with Wi-Fi internet access, variable message signs and an automatic weighing system. Connectivity will also be a highlight of the concession, with 4G coverage and a telephone system along the entire highway, as well as LED lighting in critical areas.

Lot 2 will have five Operational and User Service Bases (BSO/SAU), including two existing ones that will undergo a complete overhaul and three new ones to be set up. There will also be the support of type C ambulances for the rescue and care of accident victims, type D ambulances, a mobile ICU with medical support, as well as light and heavy tow trucks.

Timetable

The timetable calls for the company that won the auction to sign the contract in January, with the concession taking over 30 days after signing, scheduled for February 2024. The first works, including the asphalt revitalization of stretches, the construction of new toll plazas and service stations, will be concentrated in the first year of the concession, adding up to an investment of more than R$315 million in works. The concession is expected to generate around 110,000 direct and indirect jobs, boosting economic growth in the region.
