ANTT advances in the Implementation of the Regulatory Sandbox for innovation in traffic inspection and decarbonization

On Tuesday (20/8), the National Land Transport Agency (ANTT) held Participatory Meeting No. 12/2024, to discuss the proposal to implement a Regulatory Sandbox for “Innovation in Traffic Inspection and Decarbonization”. The event took place in a hybrid format, in the mini-auditorium of the ANTT headquarters in Brasília (DF) and was broadcast live on the ANTT YouTube Channel.

During the meeting, representatives of the federal highway concessionaires and other interested parties had the opportunity to debate the possibilities and challenges related to the creation of an experimental regulatory environment. There were three oral presentations in all.

The main focus was to enable these concessionaires to test and validate innovative technological solutions in a controlled environment, with a view to modernizing traffic inspection practices and strengthening decarbonization policies.

According to ANTT director Luciano Lourenço, the Agency is already recognized for its innovations, especially the pioneering of Free Flow and HS-WIM in the country. These technologies have also been tested in the innovative Regulatory Sandbox. “For the first time, we are submitting a public notice to a public consultation. This time we’re going to make a public call for concessionaires to present their technology, innovation and sustainability projects, which go hand in hand. You can’t talk about sustainability without technology and vice versa. And this sandbox will make it possible to test new solutions that contribute to sustainability. ANTT is once again leading the way, and I’m sure that we’ll have projects originating from here with great results for the highway sector,” said Lourenço.

Fernando Feitosa, manager of Road Regulation at the Superintendence of Road Infrastructure (Surod), detailed the proposal for the experimental environment for testing traffic inspection with the use of innovative technologies and the benefit of decarbonizing federal highways, as well as explaining the progress of the procedures and actions for implementing the Regulatory Sandbox.

Specific information on the matter and guidelines on the procedures for holding and participating in the sessions are also available in full on the ParticipANTT system.

Regulatory Sandbox

The Regulatory Sandbox, established by ANTT Resolution No. 5,999 of November 3, 2022, is seen as an important milestone for the transport sector, allowing new technologies and working methods to be applied in a controlled scenario before eventual large-scale adoption. During the event, the opportunities offered by this approach to increase efficiency and sustainability on the federal highways granted were discussed.
