The tool will allow some companies to operate with different rules for a period of time to enable innovation
At a board meeting on Thursday (17), the National Waterway Transportation Agency (ANTAQ) approved the opening of a 30-day subsidy procedure to deal with the experimental regulatory environment, known as the regulatory sandbox.
This instrument allows a company, which is selected after a call for tenders, to operate with different rules from the others for a certain period of time.
During the period, this company can test new business models or innovative services, for example, under the supervision of the Agency, which at the end of this test evaluates the possible benefits or risks to society.
This exception is designed to allow companies to evaluate innovations that could not be tested without the change in rules. More information about the grant will be available at this link soon.
Benefits
With the regulatory sandbox, it is possible to have more governance and regulatory stability, while at the same time decoupling the start of certain economic activities from the issue of new regulations adhering to new business models.
The tool addresses specific situations, based on a public call for proposals with rules and participation criteria defined in a public notice. The sandbox allows new rules to be tested in small groups before being released to users in general, stimulating an environment of technological innovation.
After the testing period, in this controlled environment, the Agency will establish the rules that the entire regulated market will have to comply with, including the companies participating in the regulatory sandbox.
In this way, the implementation of this tool has the potential to help boost innovation capacity and technology absorption in a structured way; expand sources of external resources in innovation, technology and strategic actions to improve service provision; and develop skills in regulation, innovation culture, integrity and governance.
